Basic Eligibility
To qualify, applicants must:
- Intend to start a private limited company registered with ACRA
- Own at least 30% of the shareholding
- Ensure the business is either not yet registered, or registered less than 6 months prior to application
- Be actively involved in the day-to-day operations (not a passive investor)
Innovation Criteria (meet at least one)
- Secured minimum S$100,000 funding from a Singapore government-recognised VC or angel investor
- Accepted into an accredited startup incubator or accelerator
- Hold intellectual property (IP) that is registered and commercially viable
- Ongoing research collaboration with local institutions (e.g., NUS, NTU, A*STAR)
- Proven entrepreneurial track record or successful exits abroad
- Recognised achievements in global startup competitions or innovation awards
Validity & Renewal Pathway
- Initial validity: 1 year
- First renewal: up to 2 years
- Subsequent renewals: up to 2 years each
- Renewal conditions scale progressively:
- Year Annual Business Spending Local Hires (min.)
1st Renewal S$100,000 1 local employee
2nd Renewal S$150,000 2 locals
3rd Renewal S$200,000 4 locals
5th Renewal S$400,000 10 locals
Local employees must be Singapore Citizens or PRs earning a fixed monthly salary meeting local wage thresholds (typically S$3,900+).
Family, Privileges & Benefits
- Eligible to bring spouse and children (via Dependant’s Pass), and parents (via Long-Term Visit Pass) subject to meeting business spending and hiring thresholds
