Japan Business Management Visa
In 2006, the Immigration Bureau of Japan established the Investor/Business Manager Visa to encourage entrepreneurs to start businesses and settle in Japan.
To apply for the Investor/Business Manager Visa, the applicant must first register a company in Japan, commonly known as a “Kabushiki Kaisha” (株式会社). The minimum required capital for registration is 5 million yen (approximately 300,000 RMB). The business scope is not limited and can include ventures such as restaurants, tourism, trade, or even real estate investment. After the company is established, the applicant can submit their visa application to the Immigration Bureau.
The initial visa is granted for one year. Upon meeting the necessary conditions, the visa can be renewed for 1, 3, or 5 years. After 6 years, the applicant can apply for Japanese citizenship, and after 10 years, they can apply for permanent residency (PR).
Due to the complexity and strictness of administrative procedures, and to attract more foreign business management talents to settle in Japan, the Japanese House of Councillors passed the “Immigration Law Amendment” on June 11, 2014. The amendment officially implemented the “Immigration Management Refugee Law Amendment” on April 1, 2015. One of the changes was the transformation of the “Investor/Business Manager” visa into the “Business Manager” visa.
Application Conditions:
Be at least 20 years old, in good health (free from pulmonary tuberculosis), and capable of operating a business in Japan.
Have no criminal record, and no language, educational, business, management, or work experience requirements.
The registered capital of the company must be no less than 5 million Japanese yen.
The nature and scale of the business must be sufficient to sustain the initial investment.
For renewal, the scale of the business operated by the applicant must be able to maintain the 5 million Japanese yen capital and achieve certain business performance.

Step 2: Secure an Office for the Business
The office can be either purchased or leased, but it is important to distinguish between your residence and the business office.
Step 3: Complete the Company Incorporation Procedures
Establishing a company in Japan involves several steps. These include creating a company seal, drafting and notarizing the company’s articles of incorporation, providing a capital deposit certificate, and registering with the Legal Affairs Bureau and tax authorities. While there are a few specific considerations for foreigners setting up a company in Japan, the process is largely similar to that for Japanese nationals.
Step 4: Obtain the Necessary Business Licenses or Qualifications
If the applicant is engaged in a business that requires a license, it is necessary to obtain the relevant business license or qualification before applying for the visa. For example, if you are applying for a Business Manager Visa to open a restaurant, you must first obtain a restaurant business license. Similarly, if you plan to operate a travel agency, you need to complete the necessary registration. It is advisable to start preparing for these requirements early in the company establishment stage.
Step 5: Prepare the Documents Required for the “Business Manager” Visa Application
Applying for a “Business Manager” visa requires a significant amount of documentation. The specific documents needed can vary depending on the applicant’s type of residence status and whether they are applying from within Japan or from overseas. Key documents that are typically required include:
- A copy of the business plan
- A copy of the Certificate of Registered Matters
- The application form for the Certificate of Eligibility and other necessary documents
If the company is not yet registered, additional documents such as:
- A copy of the company’s articles of incorporation
- A copy of the lease agreement
- A copy of the financial statements
