In Hong Kong, there exists a unique visa program known as the Investment Visa, tailored for foreign entrepreneurs seeking to establish and manage their own businesses within the city. Essentially functioning as a work permit, this visa category is granted to business owners who become employed by their respective companies registered in Hong Kong.
Eligibility Requirements
To qualify for the entrepreneur visa, certain criteria must be met:
- No criminal records or security objections should be present.
- A solid educational background is typically preferred, ideally with at least an undergraduate degree in the relevant field. However, if lacking such credentials, evidence of robust technical qualifications, relevant professional expertise, achievements, and experience may suffice.
- Demonstrating a significant contribution to Hong Kong’s economy is essential. This includes showcasing plans to generate local employment opportunities, engage local service providers, suppliers, and manufacturers, and make a substantial impact in the targeted market.

Documents Required from the applicant:
- Copy of the personal particulars page of the passport. If currently in Hong Kong, include a copy of the passport page with the latest arrival stamp/extension of stay label.
- Copy of the Hong Kong identity card (if applicable)
- Copy of academic qualifications and relevant work experience documentation
- Copy of the company’s Employment Contract or Appointment Letter, detailing position, salary, benefits, and employment period (if applicable)
- Detailed two-year business plan outlining proposed business activities, investment amount, local job creation, office/showroom/warehouse setup, etc. Additional information on the business plan is provided later in this guide.
- Copy of the Business Registration Certificate issued by the Inland Revenue Department and business registration particulars of the invested or to-be-invested company.
- Proof of overseas residence documentation.
