Global Investment Program (GIP)

The Global Investor Programme (GIP) grants Singapore Permanent Residency (PR) status to eligible global investors who intend to drive their business and investment growth from Singapore.

You will need to have a substantial business track record and successful entrepreneurial background to qualify.

Application Qualifications:

Option A

Invest no less than SGD 10 million to establish a new business entity or expand existing entity operations.

  • Scheme A applicants must submit a detailed five-year business or investment plan. The plan should include the projects listed in application form B (download the latest form from www.edb.gov.sg/cn/gip), such as the projected employment numbers, annual in-country business expenditure, and relevant financial forecasts. The feasibility of this plan, the applicant’s responsibilities in the company, the company’s business activities, and the corresponding local employment opportunities created will be assessed.
  • You must hold at least 30% shareholding in the company and must be a core member of the company’s management (e.g., executives, board members).
  • The company must belong to at least one industry listed in Appendix B.

Option B

Invest no less than SGD 25 million in the Global Investor Programme Selected Fund*.

  • In addition to investing in the Global Investor Programme Selected Fund, the authorities may request Scheme B applicants to share their potential business plans in Singapore.
  • Please refer to the latest list of Global Investor Programme Selected Funds on the Economic Development Board website at www.edb.gov.sg/gip.

Option C

Establish a single-family office in Singapore with assets of no less than SGD 200 million and invest no less than SGD 50 million in the following four investment categories (not limited to one category).

  • Option C applicants must submit a detailed five-year business plan. The plan should include the projects listed in application form B, such as the expected employment numbers and annual financial forecasts. The plan must specify the applicant’s role and the asset allocation and investment strategy in the single-family office, including asset classes, investment industries, and geographical regions.
  • Offshore assets can be considered as part of the managed assets if the following conditions are met: After obtaining in-principle approval, the applicant transfers no less than SGD 50 million of investable assets to Singapore, held by the single-family office in Singapore. Within twelve months from the issuance date of the final approval letter, the applicant must demonstrate that they have invested no less than SGD 50 million in the following four investment categories (not limited to one category) and maintain investments of no less than SGD 50 million in these four investment categories during the validity period of the re-entry permit:
    1. Listed stocks on exchanges approved in Singapore, real estate investment trusts (REITs), or business trusts.
    2. Qualified debt securities listed in the Monetary Authority of Singapore query system.
    3. Funds issued by licensed/registered managers or financial institutions in Singapore.
    4. Private equity investments in non-listed companies in Singapore.

Application process:

The applicant submits the complete Global Investor Programme application form (including both electronic and printed versions) to the Singapore Economic Development Board.

The Singapore Economic Development Board invites the applicant for an interview.

If the applicant meets the assessment criteria, they will receive a letter of in-principle approval from the Immigration and Checkpoints Authority (ICA) for the Global Investor Programme. The validity period of this approval letter is six months.

Within the six-month validity period of the in-principle approval letter, the applicant must implement the investments committed in the application form.

After implementing the investments, the applicant must submit relevant supporting documents (such as certified copies of share certificates, bank statements, and other legal documents) and a certificate of guarantee for the investment terms and conditions to the Singapore Economic Development Board.

After confirming the relevant supporting documents, the Singapore Immigration and Checkpoints Authority (ICA) will issue the final approval letter for the Global Investor Programme to the applicant. (Scheme C applicants must prove that they have invested no less than SGD 50 million in the specified investment categories within twelve months from the issuance date of the final approval letter.)

Within twelve months of receiving the final approval letter for the Global Investor Programme, the applicant must complete the necessary procedures to formally become a Singapore permanent resident.
